Job Purpose:
To plan, organize, lead, control, and oversee the overall support services, policy implementation, and special projects in the department, putting into action the plans and policies of senior management, ensuring smooth day-to-day functioning of the department.
Minimum Requirements:
- A Bachelor of Administration (BPublic Admin or Business Management (BCom) Degree or relevant equivalent NQF Level 7 qualification
- Post Graduate Degree in Administration and/or Compliance Management will serve as an advantage
- At least 8 years’ relevant management experience, of which at least 3 years must have been at middle management level
- Experience in governance and compliance
- Experience in a corporate services environment

Core Responsibilities:
- Develop operational targets in support of tactical delivery plans and organisational strategic objectives in partnership with divisional leadership.
- Develop, implement, monitor and advise on governance and compliance regulatory frameworks, ensuring effective delivery of support, governance and compliance, strategy and planning
- Establish & manage strategic internal & external relationships inclusive of customers, service providers & relevant legislative agencies & structures.
- Responsible for the risk and audit related matters
- Responsible for contract management, i.e. management of the entire pipeline of tenders, SLAs and contracts
- Develop, manage and review of the Human Resources strategy
- Manage and evaluate the effective and efficient general administration and support of the Human Resources
- Manage Risk MIS as well as administrative functions and compile detailed compliance reports.
- Implementing operational financial management strategy
- Develop & deliver on service level agreements in alignment with the Batho Pele Principles, monitor feedback & ensure continued customer satisfaction.
- Establish and manage strategic internal and external relationships, inclusive of Customers, service providers, and relevant legislative agencies and structures.
- Manage an administrative function in the department to meet predetermined requirements, ensuring that organisational demands are met in the short to medium term.

- Management of the SDBIP as well as IDP related deliverables of the department
- Be a key driver of organisational change and improvement by establishing more efficient day to day operations within the Department

The successful candidate will be required to sign a performance contract as per Council resolution.
