Job Purpose:
To plan, organize, lead, control, and oversee overall support services, policy implementation, and special projects in the department, putting into action strategic plans and policies of senior management, and ensuring smooth day-to-day functioning of the department.
Minimum Requirements:
- A Bachelor’s Degree in Public Admin or relevant equivalent NQF Level 7 qualification
- Post Graduate Degree in Administration and Governance will serve as an advantage
- At least 8 years’ relevant management experience, of which at least 3 years must have been at middle management level
- Experience in governance and compliance
- Experience in a corporate services environment

Core Responsibilities:
- Provide strategic capability and leadership to ensure effective and efficient functioning of the support division
- Develop, implement, monitor, and advise on governance and compliance regulatory frameworks, ensuring effective delivery of support, governance and compliance, and strategy and planning
- Establish & manage strategic internal & external relationships, inclusive of customers, service providers & relevant legislative agencies & structures.
- Responsible for the risk and audit-related matters
- Responsible for contract management, i.e management of the entire pipeline of tenders, SLAs, and contracts
- Development, management, and review of the Development Planning and Real Estate Department Strategy
- Departmental branding and project promotion, in liaison with Department of Communication and Branding
- Manage administrative functions to meet predetermined requirements and ensuring that organisational demands are met in the medium term.
- Management of the SDBIP as well as IDP related deliverables of the department
- Stakeholder management: overall responsibility for the stakeholders of the department, i.e. ward councillors, other departments, other municipalities, private sector, provincial and national departments
- Be a key driver of organisational change and improvement by establishing more efficient day to day operations within the Department
- Manage the consolidated financial planning, monitoring and reporting processes associated with the activities of the department
